My pal just got a small arkel bar bag. The attachment is brilliant.
As far as frame bags go that porcelain rocket below, nuclear sunrise, bedrock, boulder bags and revelate all make nice stuff and most of those will make you one custom if you mail them in a template. I imagine with your size frame you won't need a full bag, you could even get away with a partial bag so you still have access to bottles.
+1 on the Revelate stuff. They have some stock size bags...but those may not work for you. They've been in the game longer than most I think.
Their Mountain Feed Bag may be a good fit for your bar bag...not sure exactly what you had in mind. These were previously made by someone else, I know several endurance MTB riders/racers who use and love them.
This is their stock partial frame bag, the Tangle. It's now offered in different sizes, and is, I believe, available through QBP so most any shop could order you one. These are really popular with the endurance gravel racers.

Not listening to Kool and the Gang, no. You interrupted They Might Be Giant's 1st on your arrival and I need to pick up with "Youth Culture Killed My Dog".
Take a look at the Gas Tank. It's not a handlebar bag; however, in practice it works out to be more functional. I have a smaller version of this made by Eogear (or something like that) and I can get my camera, phone, snacks out of the bag while pedaling without fussing at the front of the bars. I also like it because I don't have to move my GPS and light mounts from the bars. It stays on my commuter full time to hold my Dinotte battery.
I use an ortleib handle bar bag, light weight, waterproof and super handy if that is what you are looking for. I love that bag. I also use a medium saddle bag on my snow bike, and a small on my cx bike. They make the good stuff. robonza: Review: Ortlieb Ultimate5 Classic Handlebar Bag
Nope that's not necessary for the frame pack. The banana bag / handlebar I'd like to be able to stash my camera and some food accessible while riding.
I'd second the recommendation of the Mountain Feedbag for quick camera access, and for snacks. The only down side is that you might occasionally brush your knee(s) against it/them. Very easy access though.
I have a Jandd bar bag that I really like. Similar to the Riv one you mentioned, but with a removable plastic insert to keep the shape. Reachable while riding, but not easy to see into.
I also have a Revelate Tangle that I've been happy with, very high quality construction.
I totally love my Arkel HAndlebar bag. As posted above, the attachment is brilliant, on and off in no time. Have ridden in all weather with nary a drop inside, the map pocket is clear and tight, light weight and rigid enough to offer some protection in the unfortunate event of a.....
