Shipping batteries on their own is not allowed.

Not to nitpick, however this is not the case for shipping of freight. Shipping of batteries, lithium chemistry in particular, is highly regulated and restrictive as many people are aware of. This is especially true for "loose" batteries or cells but not impossible. There are further restrictions as cited in the FAA doc you linked for passengers, however the same restrictions do not represent the types/sizes of batteries that may or may not be shipped by air, whether or passenger or cargo aircraft. Basically people hand carrying batteries onto aircraft are restricted further than the cargo in the hold of the aircraft.

I think the context here is a private individual trying to send a battery through companies accessible to consumers, namely, the postal service, Fedex, DHL et al. As a matter of convenience and expedience in managing risk, my impression was that they tend to impose a blanket ban instead of getting into the fine details. I am happy to be corrected.

Have you tried calling World Courier? Probably more expensive, but in my experience they've often been able to help with paperwork to ensure things go through smoothly.
