I'm not at work so can't measure things now, but am pretty sure the nub on the rear of the part isn't dead center within its height. But placing it at the measurement noted above will enable the center of the vertical slot to come at 148mm. This gives you some wiggle room for larger/smaller outer rings. For compact rings, I just lower the hole in the seat tube.

I have measured the little peg at 7mm below the center line of the slot.
