Option A is a bad idea. Put them in later, but don't drill holes in the middle of your down tube that will be ridden unsupported.
Option C (less the shame) would be my vote.

if we are adding our own choices, I suggest you probably should practice more so waiting for parts is ok.

Option D it is.
This is a practice practice frame anyway, I don't see it actually being on dirt more than a month before it gets hung up in the rafters.
I've got three tube sets on hand to work through and practice on...just no stupid bottle bosses :)

there has been a corded Souix angle drill around for decades. I always thought it would be nice to have one. I generally don't go for battery power unless it's really needed. An angle drill and stubby drill bits are a good combination. I use stub drill bits if I can, makes for less walking

good enough right angle air drills can be had for under $30US
combined with a stubby jobber bit and you are getting into some very tight spaces.

As an official Noob I figured I would leave the HT long till after I brazed it all. Thinking more about it now it's going to be a pain to cut with the hacksaw.

Seat stays was last nights fun.
Notched the narrow end for the drop outs, but a little scallop on them for style.
Held it in place, picked a spot with lots of tire clearance and marked it with a sharpie for the bend. Stuck it in the vise and yanked on it to bend it. Got started on the miter but lots of filing and test fitting ahead on these.
I stopped by my buddies shop and was chatting with the young mechanic about my project, kinda funny how a kid that is maybe 20 and has grown up in an all aluminium and carbon mtb world really has no concept of steel.

Is your post missing? Well, it's after April 15 so unless a first and last name shows

Back to drilling into tubes...
Use center drills of the appropriate size. They are more stout than a twist drill, are their own pilot and make a rounder hole.

I like you jig for positioning the chain stays. I did the same exact thing.
Is yours made out of wood or metal? Have you brazed your chain stays in yet?
I made mine out of 1" aluminum angle. Once the stays were brazed in, I had found that there was some flex (less than 1mm) with the aluminum angle, and my stays were slightly off from each other. Luckily I am using horizontal dropouts, so that is easily taken care of with some adjustment of the dropout screws. The next time I do this, I will remake my jig with steel 1" angle.
As for other low budget "Fantasy Downsizing" ideas for home builders, here is a picture of a jig I made to hold various tubes at the correct angles for not much more than a buck!

I got it finished up for a group ride back on the weekend. I need to face the top of the head tube down about 5mm to drop my bars, I was hesitant to do it all in the first shot.

Stress testing my brazes on it's first ride. No messing around, jump straight into the deep end. These rock rolls on the North Shore aren't actually that hard or stressful frame, the transition from rock to ground is better smooth. But they look scary :)
