Default Rust treatment/inerting product (for use before paint)?

I'm re-purposing a front rack that's rusty enough so that 80 grit shop roll won't quite eliminate all traces; tiny dark spots remain in some places. I'd like to inert the rust before paint. What products can any of you recommend to do the job and which are available in tiny (pint?) quantities, hopefully locally (Lowes, Home Depot and the like)?

If you zoom this photo you'll see what I'm talking about: Flickr

    Thanks much.

Do you have access to a sandblaster?

It's going to cost you: Stop Rust with POR-15 - Professional automotive and industrial coatings for permanent corrosion protection. however I've got alot of experience with their products and it is not hype. If you go that way, please wear full protective gear.

Another tip for the POR-15 is that when you close the can up after you're done, put a plastic bag over the opening first. If you don't the can lid will be almost impossible to remove next time.
