since you're not a framebuilder you get a pass. The Steerer tube is brazed to the fork crown on a steel fork or is molded or bonded on a carbon fork. The headtube is the tube in the frame that the steerer tube passes through.

French size markings (e.g. 700 x 35C) give the approximate tire outer diameter (700 mm) and width (35mm). The letter at the end indicates the inner diameter of the tire. In this case, C stands for 622 mm and on a 650 rim, C stands for 571 mm.
    Not an intuitive system.

    Correct. There are 700A, 700B & 700C. Just like 650A, 650B & 650C.

also, a steerer tube is not a steer tube. I don't want to know what a steer tube is for.

Let's cut to the chase - what is a framebuilder? Is it someone who can build, or does build, a
frame? Or does one become a framebuilder after reaching a number or experience level atmo?

    -- a frame-builder, to ronnie, is reaching a number & experience level..
a farm-boy, back on our hoosier farm, became a plow-boy after plowing a number of furrows/rows or experience level..

    ronnie, a designated & earned plow-boy, with a smile..

I'm not sure if this is about enlightenment or rather about amusement, but I'm mostly picking up the latter here.
While were at it, how about "terms" versus terminology ?

I've yet to see a rear fork that's all.

It's a akin to a "forward slash" and "pre-heat" ... oh nevermind. I have to bust the books on process engineering...
