French size markings (e.g. 700 x 35C) give the approximate tire outer diameter (700 mm) and width (35mm). The letter at the end indicates the inner diameter of the tire. In this case, C stands for 622 mm and on a 650 rim, C stands for 571 mm.

Correct. There are 700A, 700B & 700C. Just like 650A, 650B & 650C.

Let's cut to the chase - what is a framebuilder? Is it someone who can build, or does build, a
frame? Or does one become a framebuilder after reaching a number or experience level atmo?

a farm-boy, back on our hoosier farm, became a plow-boy after plowing a number of furrows/rows or experience level..

I'm not sure if this is about enlightenment or rather about amusement, but I'm mostly picking up the latter here.
