    Is this a highly modified EVO or some purpose-built hill climb car?

    Given all that is done to optimize tire compounds on race cars, there must be some interesting things happening to accommodate both dirt and pavement.

    Gravel tires.

    They work "less bad" on pavement than the tarmac tires do on gravel. And most of that is gravel.
