I'll preference this by saying I don't have real thick or coarse hair (can't grow a full beard) but I've found that the best shave set up is the Gillette Mach whatever (4 blade), a healthy application of cheap hair conditioner, warm/hot water, and post a good scrub. That has all but eliminated razor burn and ingrowns for me. Prior to that I tried different razors from throw-aways to my wife had an electric (some Gillette model but it was crap) and all kinds of shaving gels. Always went back to conditioner.

I've had shaved legs since before I was married and my wife has made it clear I can't go back, and I'm good with that.

I wouldn't limit it to southern WI -- once you get onto county/local roads many places in our lovely state have "stuff" on the roads. Ever ridden by while they're spraying whey drainings on the fields? That stuff drifts with the wind....
