That's called a lug vise. Anvil and Strawberry make them and I'll bet Alex Meade would too.
Also, it's not very hard to make a basic version yourself- Dazza has posted some nice ones in FNL.

cheers fellas. was originaly going to convert a stem but to lazy and would rather buy one.
old stems cut off at 90% and two opposing wedges work well drill one wedge and remove the threads so it can slip.
looks like i´m going to end up making one meself as checked the price at anvil out and knock me bandy it´s double bubble ! love the look of their jigs though.
"knock me bandy it´s double bubble" Wow, that's a new one by me. Love it. The Anvil lug vise is sweet. You get what you pay for. Works way better than the one I made for myself.

looks nice and is at a slightly lower price-point than the anvil or strawberry vice.
Seriously, there's really no work involved in using a 9/8" quill stem, apart from making a couple of shims out of scrap tubing. Should take 10 minutes.
