Still collecting tools. I went back and checked this frame after some new measuring gear arrived. very happy with the outcome.
Necessity is the mother of invention. Funds limit how much tooling I can acquire. I have some parts for locating while assembling but they are not complete. Standing there looking at everything I have at hand and I made some adjustable stand offs using a TIG BB shell and BB cup. Works really well actually. I can creep the front main tubes to where I need them to be. HT was less than 0.1mm over 160mm both sides. BB just sits on the post.

While a little tedious cleaning these up, it is a satisfying end result. I hope in 10 years time I can say the same thing.
