no I did not build it, a friend who is a machinist at an engineering shop he made it for me as a side project. The upper ring is 3x4" 1/4" square, upper crossbeams and uprights are 3"x3" 1/4" square, lower crossbeams are 2x2" 1/4", and plates are 1/2". The 3 contact points are mason industries neoprene mounts, 3 3/8" rated up to 1000 each. Im sure any shop can do it for you, cost? It is a lot beefier then alot of the stands I see from like enco/msc, etc. The materials from our local steel supply shop would have been @ 200, contact points 30.00, and wheels 175.00.+ cost of labor. I got lucky It cost me 30 bucks for the contact points and a pair of cycling shorts I gave him from the shop, his shop gifted everything else.
