What is the import duty on framebuilding tools imported into the u.k.?

Importing anything from the States, best to assume a real-world exchange rate of $1=£1.

XE: (GBP/USD) British Pound to US Dollar Rate

Pretty much. There's shipping, then import duty (varies, usually around 10% for bike stuff) then VAT (20%).

No exemption for frame building tools, which can be considered manufacturing equipment?

No. I don't know what the duty rate is, you need to look up the commodity code and talk to HMRC to find that out so the 10% is a guess.

With regards to import costs, it was roughly 20% VAT on the total cost of the tools and shipping cost plus a duty charges overall it adds quite a hefty amount when ordering.

I am open to offers for the remaining tools.
