I have a pair of synthetic Prana pants I could see doing this in. I think I've worn them playing with the kids in the snow, or maybe on a short snowy day bike ride, come to think of it.
Are we talking about regular pants that are good on the bike or ski pants?
I have the same. They are not cycling specific, but they are stretchy enough and cut to allow you to raise your knee to your chest (for rock climbing I would guess). I like them for coolish MTB rides, and also for riding my bike to work. In the winter I wear tights or long underwear as a base layer under them in sub freezing temperatures. They look more or less like casual pants.
I have several pairs.

You might laugh at the idea but denim jeans works well for winter and they protect very well in case of crash.

I plan on doing some cold weather MTB'ing soon - I'm thinking I'll just wear my Outlier SDs. They are very tough, stretch enough, slim enough. Now to see if I can actually fit into them ....

I wear Prana pants and shorts commuting whenever there isn't snow on the ground. Mid-40s were just fine this morning in the Zion pants. And I'm guilty of rolling the pants up into man-pris for the in-between days, which works really well. Why is it so much more dignified to call them Plus 4s?
Once it's real winter, I wear some pants from Swerve that are a softshell material with a fleecy inside. They're good down into the subzero stuff without anything underneath. Pretty sure they're these: https://swrve.us/collections/trouser...shell-trousers

How do folks, or do folks, wear knee pads with these styles of pants? Over/under? not possible?
Most DH/enduro pants have room for knee pads to be worn under and that is how I wear mine especially since knee areas generally have different fabrics that prevent snagging on the ground. I would think if one were to wear pads over pants that sizing up would be necessary.
Depending on the amount and type of precipitation in your region, waterproof/breathable membrane in a rain pant might be good. You'll likely sweat and still experience some dampness, but it might be better than freezing rain soaking your legs/crotch. I have a pair with velcro on the cuffs that allow snugging the fabric down enough to not be caught in the chainring.

I have traditionally used knee warmers or a old pair of Swobo knickers, but picked up a pair of the POC pants. I really can’t believe how much I like them. Easy to get pads on underneath if needed with zippers up to the knee.
Really comfortable.
Used these for 2 winters now and they have held up well and the price is certainly right;
