We trim down many forks per week, a cutting guide is most helpful but check its stack as is not equal for all the stems.
Starrett Red blades and cutting oil for metal steerer forks, 32t and turn 180º half-way for carbon. The former, are beburred with a half-round file in 30 seconds (no need to complicate something so simple); the latter are done with any medium sandpaper following the carbon fibers (slide along, don't wrap and rotate across).

For metal steerers and handlebars, this was always my go-to for shortening. Straight cut every time, no swarf to clean up, deburring optional. Plus I think it even has other uses.
