Does anyone have a reason fro the pulsing and is it more of a problem on the KinLin's ? I've heard good things about those rims, except for that issue.
I like the Velocity Aerohead. I used them on my latest build and feel they are a good blend of weight, quality, and cost. I would like to try the Kinlin 270 someday, only if they are that much better than the Aerohead or Fusion... leaving the minor weight differences aside.
The pulsing is caused by the width of the machined brake track on the rim changing. Most rims are quite good and vary less than 0.1mm but some of the really bad ones are up to 0.3mm. The issue to two-fold; how much variation there is and the distance between peaks and troughs. In 99% of the rims it's a non-issue and any reputable builder will replace a rim which pulses.

i used neutrons for years, but when they started to fatigue, the maintenance was expensive( $60 for a pack of campy spokes and parts ). along the way, i noticed that the campy rims were wider. at the time, i hadn't thought about the width dimension contributing to better ride and handling. well, i now think that the wider rims on neutrons was a factor in their great quality. since, i have purchased a set of bastognes and a set of handbuilts( record hubs, a23 rims ). both wheelsets remind me of the neutrons. my favorite is the bastognes with pro3's 23mm at 85lbs fr and 95lbs rear.

The builder told me to try and put it between two blocks of wood to flatten it out a bit. A good builder, as you said, would probably have a better solution.*
And, it's the front that's pulsing on an XR-300. If it had a higher hole-count, I would've moved it to the rear, but it's only a 28.
*You get what you pay for.
ONLY a 28? How many spokes do you think you need? The XR300 is a super beefy rim.
